About the author Mr. Xiao Gang has been a member of the 13th National Committee of CPPCC since 2018. He was Chairman of China Securities Regulatory Commission from 2013 to 2016 and Chairman of Bank of China from 2003 to 2013. During 1996 - 2003, Mr. Xiao served as Assistant Governor, Deputy Governor and a member of the Monetary Policy Committee of the People's Bank of China. He also served as Director of Policy Research Office and Director-General of the Planning and Capital Department at the central bank and President of China Foreign Exchange Trading Center. Mr. Xiao received his Bachelor’s degree from Hunan University of Finance and Economics and Master’s in Law from Renmin University of China.
